It could have been because they were livestreaming it around the world, for some unknown reason. My guess is that was served through iPlayer and so it really was gettting hammered.

The iPlayer has been dreadful lately, all BBC video streaming has. I'm not even in London and every other stream (SkyGO, etc) works fine...)
