CS:GO #3 Downtime

Evening,

I apologise for the small downtime, it seemed the map plugin we were using crashed and I have replaced it with another for now and dropped the timelimit down to 20 minutes. Players (required 8 to activate) can use !rtv and !nominate to suggest and rockthevote or extend the map during the voting period.

Now stuff is working properly, I can get them fully done and add maps for #2 and #3 this week!
