What do you mean? for example is it:
not starting at all
going into the bios screen and not recognizing your harddrive
Starting but not booting windows
etc.

Check all connections, unplug and reconnect all internal wiring. If still nothing, remove all the components and just try to boot the mobo and CPU. If still nothing I'd say your psu may have gone wallop.

that happened to me before. then I just removed the mobo from the case and put it back in there again and it worked. didn't even remove or touch any of the wires or components.

This has happened to me before and was solved in my case by removing the battery off the board which resets the bio's, and hey presto it worked, it might not for you though but it's worth a shot.

What kind of harddrives do you have? Is it a RAID-config?
I suppose you checked BIOS for boot priority..
Check the power connectors on the MB once again..
the small ones :)

You just pull the battery out, wait a few seconds and stick it back in :)

Maybe the battery has run out, how old is the motherboard?

It still should boot, it won't store the BIOS settings anymore etc. but as I understood it the machine doesn't do anything when he tries to turn it on.

As suggested before, you should try to boot it with the minimal (MoBo, CPU and RAM) and see if anything happens (maybe a light goes on or a fan starts spinning at least).
If nothing happens it is most likely either the PSU or the motherboard (would be nice if you could test the PSU in another machine).

System Specs ?

Mobo, Gfx card, HDD, CDROM, Mem

Initial step in any test is to minimize your hardware set up.

Unplug all drives, The fault could lay with any of these, and put a load on the 12V lines, that stop the PC booting.

Has the mobo got a gfx chip set of its own, separate to the gfx card. Many do, which is ideal for testing purposes, since it allows the gfx card to be removed.

remove any other hardware attached to the machine, apart from the keyboard.

Is the PC speaker connected, or as in some cases there isn't one, then find an old PC speaker and connect to the mobo.

Post code beeps can help immensely when trying to determine a fault

After you minimize, you need to make sure all PSU connectors are inserted correctly.

Switch on and watch the CPU fan and describe what it does and listen to the POST beeps
