Look up network tunnelling, you would have to have access to/rent another machine OUTSIDE the ISPs network though.
You can set up an SSH tunnel and set the p2p client to go over that, if you want to go deeper, you could then run said ssh tunnel over http.
This would forward (or "tunnel") the p2p traffic to said server, but masked, avoiding the throttling, it would then be subject to whatever network the end server is running on. The latter goes further, to mask it as HTTP, web traffic (*technically*, although not very well).
While free, overall a lot of hassle. The easier option would be to
rent a vpn, to basically do the above.
