Resistance training amongst footballers [Just a query]

Every time after watching MOTD I can't help but wonder why the strength training techniques adopted by American football players, basketball players and to an extent rugby players haven't been used in football? Almost without exception most footballers are skinny and slow, the few players who have any musculature only have it on the upper body.

Surely they must be aware of the ability of certain American football players able to do the 40 yard dash almost as quickly as Olympic sprinters, and similarly basketball players able to take 3-4 metre explosive strides from a stand still. Clearly these would be advantageous for your average footballer, so why aren't they replicated their training techniques?
